Navigating towards marine co-management with Indigenous communities on-board the Waka-Taurua

Highlights
We propose a Waka-Taurua as a metaphorical framework for facilitating the development of collaborative initiatives.
Systems which recognise Indigenous worldviews, tools and approaches equitably with EBM can be developed using this framework.
Multiple new and existing concepts, such as Two-eyed seeing and the Negotiated space, are applicable in the framework.
The New Zealand Marine Management System (NZ-MMS) demonstrates an applied example.
