Highlights
The inaccessibility and invisibility of many social values need to be considered in marine management.
These complexities highlight the need to carefully assess the role of societal and indigenous values within EBM.
A framework (He Waka Taurua) for considering Indigenous values and broader societal values in a balanced way is proposed.
He Waka Taurua provides an equitable solution moving forward with co-management in the marine space.
Our framework provides a process for how diverse worldviews can come together for achieving a common purpose.
